220.05 INTRODUCTION OF LEGISLATION; PREPARATION; DELIVERY.
   (a)   All legislation is to be introduced either by the Mayor or a Council member or through its proper committee. In order that adequate time may be given to the preparation of legislation, the person or persons requesting the legislation shall, in clear terms, present the request for legislation to the Solicitor, in writing, not later than seven days preceding the meeting for which action or consideration is sought thereon. The person or persons requesting the legislation shall have his or her or their names appear on the legislation as the introducer or introducers thereof. All legislation prepared shall be given a number and placed on the agenda of the next regular meeting of Council if it is delivered to Council members at least seven days prior to said meeting.
   (b)   The Clerk-Treasurer shall deliver, or cause to be delivered, to all members of Council, such ordinances or resolutions with related materials and finance materials, as are specified by ordinance. Delivery shall be made by the Police Department to the member's residence or in Council mail slots in the Village Hall (if requested by Council members).
   (c)   All request/ordinances regarding the hiring of, promoting of, or changing position of any position in the Police Department or the Fire Department shall be submitted to the appropriate committee chairman at the Village Hall or by mail or personal delivery at least fifteen days before a regular Council meeting for committee review and evaluation and shall be placed on first reading unless an emergency exists as determined by Council. “Appropriate committee” means the committee most closely related to the position.
