220.04 PREPARATION AND DELIVERY OF AGENDA; ADDRESS BY SOLICITOR; CAUCUSES; REMOVAL OF LEGISLATION.
   (a)   Preparation and Delivery of Agenda. The Mayor shall be responsible for the preparation of an agenda for each regularly scheduled Council meeting. The agenda shall follow the order of business set forth in Section 220.08 and shall contain the title of each ordinance and resolution to be considered by Council and a brief description of new business which the Mayor anticipates presenting to Council. Persons with business before Council shall be encouraged to advise the Mayor of the nature of such business in time for inclusion in the agenda so that Council and the Mayor may prepare for the same.
   (b)   Address by Solicitor. The Solicitor shall be permitted to address Council at any time on any question or matter then pending or to be considered by Council, regarding the legal considerations involved therein. This privilege shall not be subject to amendment, except by a unanimous vote of all members elected to Council.
   (c)   Caucuses. Joint caucuses with the Administration should start immediately before a regular meeting of Council. The Clerk-Treasurer (or his or her representative) shall maintain the normal order of legislation.
   (d)   Removal of Legislation. Any Council member desiring to remove legislation shall notify the Clerk-Treasurer during (or prior to) the Caucus. All legislation on first, second and third reading shall be maintained in their proper order. This will expedite caucus meetings.
