220.03 DUTIES OF THE PRESIDING OFFICER; APPEALS FROM DECISIONS OF THE CHAIR.
   (a)   Duties of the Presiding Officer. The presiding officer shall preserve order and decorum, shall confine members in debate to the question and shall, when in the Chair, decide all questions of order subject to an appeal to the Council on demand of two members, at which such time the Solicitor will provide guidance to any question of order. On such appeal, there shall be no debate, but the member making the appeal may briefly state his or her reason for the same, and the presiding officer shall have the same right to make a similar brief statement.
   (b)   Appeals From Decisions of the Chair. The Chair shall preserve decorum and decide all questions of order, subject to an appeal to Council. If any member violates any of the Rules of Council, the Chair shall, or any member may, call him or her to order and, in the latter instance, the Chair shall render a decision as to the point of order. In case of an appeal from any ruling of the Chair, the question shall be: "Shall the decision of the Chair stand as the decision of Council?" The Chair shall be sustained unless overruled by a majority vote of the members of Council present.
