Unless otherwise provided by law, all meetings of Council and its regular and special committees, of all commissions, boards and advisory committees to Council, and all other public bodies of the Village, shall be held at the Village Hall.
All meetings of the aforesaid public bodies shall be open to attendance by the public unless an executive session is expressly authorized by law. Nothing herein contained shall require that any public body permit public participation in such open meeting unless specifically required by law.
