§ 131.20 POSSESSION OF TOBACCO BY MINORS.
   (A)   Except as provided herein, it shall be unlawful for any person under the age of 21 years to possess any tobacco products.
   (B)   Exceptions: It shall not be unlawful for any person under the age of 21 years to:
      (1)   Sell or handle any unopened container of tobacco products in the course of his or her employment by a tobacco licensee; or
      (2)   Possess or purchase tobacco products while under the direct supervision of an adult to enforce or test compliance statutes, laws or ordinances governing the sale of tobacco products, having provided written parental consent to participate in such enforcement or compliance testing.
   (C)   For the purpose of this section, TOBACCO PRODUCTS shall be defined as any substance containing tobacco leaf, including, but not limited to, cigarettes, cigars, pipe tobacco, snuff, chewing tobacco or dipping tobacco.
