A parent or guardian may appeal the civil penalty provided for herein by filing a written notice with the City Council within 20 calendar days of the date upon which the parent or guardian receives notice of such civil penalty. A hearing shall be held, for which the City Council shall establish the procedures. Said procedures shall contain requirements for providing the parent or guardian with notice of the hearing and an appropriate time for preparation for the same and shall not be inconsistent with any of the terms set forth in this section.
