(A) All dogs found running at large upon the streets and public grounds of the city without a collar or harness are hereby declared a public nuisance.
(B) Uncollared or unharnessed dogs found running at large by city personnel shall be destroyed or impounded at a dog boarding kennel as designated by the City Council.
