(A) Upon payment of the license fee, the City Clerk shall issue to a dog owner a metallic tag for each dog so licensed. The tag shall be properly attached to the collar or harness of each dog so licensed and shall entitle the owner to keep or harbor the dog until March 31 following such licensing. All license fees and collections shall be immediately credited to the General Fund.
(B) It shall be the duty of the City Clerk to issue lifetime tags of a suitable design renewed annually. In the event that a tag is lost, and upon request of the owner, the Clerk shall issue a duplicate tag for a fee of $1.
