A statement of the cost of such work shall be forwarded to the City Council, and if unpaid for two months after such work is done, the city may levy the cost as a special assessment against the lot or real estate upon the lot or piece of ground so benefited or on which the building or structure is located, such special assessment shall be a lien on the real estate and collected in the manner provided for special assessments; or collect the cost from the owner of the lot or piece of ground so benefited or on which building or structure is located and enforce the collection by civil action in any court of competent jurisdiction.
