§ 91.02 PUBLIC NUISANCES DECLARED.
   (A)   (1)   It is hereby declared to be a public nuisance to permit weeds, grasses or worthless vegetation to grow in excess of 12 inches within the corporate limits of the city and its extraterritorial zoning jurisdiction.
      (2)   It is hereby declared to be a public nuisance to permit weeds, grasses or worthless vegetation to grow in excess of eight inches within the corporate limits of the city and its extraterritorial zoning jurisdiction during any calendar year if, within the same calendar year, the city has previously acted to remove weeds, grasses, or worthless vegetation exceeding 12 inches in height on the same lot or piece of ground.
   (B)   It is hereby declared to be a public nuisance to permit the accumulation oflitter on any property within the corporate limits of the city and its extraterritorial zoning jurisdiction.
   (C)   It is hereby declared to be a public nuisance for the owner of an unsafe building or unsafe structure to maintain, permit the existence of, or allow persons to occupy the same within the corporate limits of the city and its extraterritorial zoning jurisdiction.
