§ 90.18 RULES AND REGULATIONS.
   The City Council shall have the power and authority to enact bylaws, rules and regulations for the protection of those using the swimming pool and for the efficient management thereof. Suitable penalties may be provided for the violation of such bylaws, rules and regulations.
