The City Council shall have the authority to rent the city swimming pool to such organizations and other persons as it may see fit in its discretion. The Council shall prescribe rules and regulations for such rentals and shall require an appropriate number of qualified lifeguards to be in attendance during the rental period. Such fees and other costs shall be on file at the office of the City Clerk and posted in a conspicuous place at the swimming pool.
