(A) Customers of the Sewer Department shall be assessed a high-strength waste surcharge for pollutant levels as a minimum, BOD and suspended solids, which exceed the levels contained in the domestic strength wastewater of the service area of the sewage treatment works.
(B) The following discharge concentrations for BOD and suspended solids above which the surcharge shall be assessed and a formula for calculation of such surcharge shall be as follows.
