§ 53.021 UNLAWFUL DISCHARGE OF WASTE.
   It shall be unlawful to discharge any sewage or other polluted waters to any natural outlet within the city or within one mile of the corporate limits thereof, or in any area under the jurisdiction of said city, except where suitable treatment has been provided in accordance with provisions of this chapter.
