(A) No person shall tap water mains, install curb stops, install water service lines or construct, lay, install, replace or repair sanitary sewer lines, septic tank systems or septic tank fields within the city’s corporate limits or extraterritorial jurisdiction without first having obtained from the City Building Inspector a water service and drain layer’s license.
(B) A water service and drain layer’s license shall be issued to an applicant by the City Building Inspector upon fulfillment of the following:
(1) Completion of a water service and drain layer’s license application form provided by the city;
(2) Submission of documentation that the applicant has three years’ experience as an apprentice plumber or equivalent;
(3) A written endorsement of a master plumber who is registered as a master plumber with the city; and
(4) Payment of the fee as provided in § 110.05.
(C) A water service and drain layer’s license shall be valid from the date of issuance up to and including the next December 31, unless sooner revoked, and shall be renewed before the expiration date thereof by submitting the required application form, documentation and fee.
