The city or its authorized representative shall deny or discontinue water service to any premises or any consumer wherein any backflow prevention device required by this subchapter is not installed, tested and maintained in a manner acceptable to the city or its authorized representative, if it is found that the backflow prevention device has been removed or bypassed or if an unprotected cross-connection exists. Water service to such premises shall not be restored until the consumer is in compliance with these cross-connection regulations to the satisfaction of the city or its authorized representative.
