In addition to the registration fee chargeable by the state of Idaho under Idaho Code section 49-127, there is hereby imposed an additional administration fee as established by section 1-4-5 of this code for each vehicle licensed through the county other than boats, off road motorbikes, snowmobiles, and recreational vehicle stickers.
