      There are expected to be several jobs created at the start of business, but long term growth is what we want to score. Assuming positive market conditions, will the project consistently grow and add jobs? The more jobs created over time, the higher the score.
      Example 1. 1st year 10 jobs, 2nd year 5 jobs, 3rd year 5 jobs, 4th year 10 jobs, 5th year 10 jobs = a score of 9-10;

      Example 1. Employee earns $35,000 a year, PCI $34,400. 35,000/34,400=102%; score 10.
