For the protection and preservation of the safety, health and general welfare of the inhabitants of the county, there is hereby established the Valley County transfer station upon the premises in the county more particularly described as follows:
The SE1/4SW1/2 of Section 19, and the NE1/4NW1/4 of Section 30, in Township 17, N. Range 4 East, BM.
