Any person found not in compliance with the requirements of this chapter by a health inspector or law enforcement officer must immediately remove the subject waste upon the request of such inspector or officer and dispose of it in accordance with the requirements of this chapter. If the person fails to immediately remove the subject waste upon the request of such officer or inspector, such person shall then be cited for a violation of this chapter.
