Whenever a violation of this title occurs, or is alleged to have occurred, any person may file a written complaint stating the cause and basis thereof. The administrator shall follow the procedure set forth in section 9-2-5 of this chapter. Nothing in this title shall preclude the board from instituting any cause of action against any person nor for any relief legally or equitably available under the circumstances.
