This title, in all of its parts, shall apply to the use, development, and subdivision of land after the effective date hereof, and shall not be retroactive on any use or subdivision of land undertaken prior to the effective date hereof. Building and use permits shall be available on all lots and parcels created prior to final passage hereof insofar as said lots and parcels were created in conformance with the ordinances then in effect and, insomuch as the creation of those lots and parcels in no way violates the provisions of Idaho Code sections 50-1301 through 50-1334 and other changes to Idaho Code title 50, having reference to platting and recordation requirements and procedures or other laws or regulations.
