The Board of County Commissioners finds that violent, abusive, indecent, profane, boisterous and unreasonably loud parties pose a significant risk to the health and safety of inhabitants of Valencia County. The Board of County Commissioners further finds that participants in these parties evince a clear and wanton disregard for the health and safety of the inhabitants of Valencia County, and that enforcement of this subchapter by local law enforcement will help provide additional safety for Valencia County inhabitants. The Board of County Commissioners further finds that this subchapter is designed to protect occupants of Valencia County, and to be the most narrowly tailored means of furthering compelling governmental interests.
