(A) Enforcing entity. The Valencia County Sheriff's Department (hereafter, "Sheriff's Department") or any duly authorized and commissioned law enforcement officer shall enforce the provisions of this subchpater.
(B) Reporting alleged violations. Any person may report an alleged violation of this subchapter to the Sheriff's Department. Upon receipt of such report, the Sheriff shall ascertain the location, date, time and specific nature of the alleged violation.
