Courtesy maintenance grading of private or non-county public roads, that is, a road not accepted by the county for maintenance, may be allowed only under the following guidelines:
(A) School bus routes. The county will, upon request, approval and scheduling for school bus routes will assist the school districts in providing a travelable road surface as state funds are received to assist in such work.
(B) Mail routes. The county will, upon request, approval and scheduling for mail routes will assist the U.S. Postal Service in providing a travelable road surface.
(C) Sick and indigent person’s road. In certain circumstances, depending on the severity of a sick or indigent person and only upon request, may approve and schedule a private or non-county public road for a courtesy grading, but will not be required to provide material for road build-up.
(D) Notwithstanding the requirements in this section, the decision as to whether or not a road receives a courtesy grading is solely at the discretion of the county.
