§ 151.042 REVIEW BY THE COUNTY PLANNING AND ZONING COMMISSION.
   (A)   Submissions. Within 10 days after the preliminary plat is deemed complete, the County Planning and Zoning Administrator shall forward a copy of the preliminary plat and all supporting documentation to the County Planning and Zoning Commission. All agency comments shall be forwarded to the County Planning and Zoning Commission as they are received.
   (B)   Discretionary review. The County Planning and Zoning Commission may, in its discretion, review the subdivision at least once and submit its written recommendation to the Board of County Commissioners no less than 3 days before the required public hearing. The written recommendation of the County Planning and Zoning Commission shall be approved by the majority vote of the County Planning and Zoning Commission.
   (C)   Negative recommendation. Any negative recommendation or adverse comment shall state specific grounds for the recommendation or comment and shall refer to the rule, regulation, ordinance, section, guideline, standard or policy that the preliminary plat is deficient in, and shall be supported by findings of fact and conclusions which are sufficient for meaningful review.
   (D)   No recommendation. If the Board of County Commissioners does not receive a recommendation from the County Planning and Zoning Commission, it shall proceed with the required public hearing.
