The purpose of this subchapter is to set forth the minimum standards of design, equipment and operation of fire rescues and ambulances used in the transportation of sick and injured, and to ensure the highest standards of competence in rescue and ambulance drivers and attendants providing service to the public within the confines of Valencia County
