Any person proposing to engage in business within the county limits of the County of Valencia after 1-1-1986 shall apply for and pay a business registration fee for each outlet, branch, or location within the county limits of the County of Valencia prior to engaging in business, unless the person is required to obtain a business license fee under §§ 110.01 et seq.
