No license permit shall be issued hereunder unless the applicant for a license shall furnish to the County Clerk a current New Mexico taxpayer identification number together with a statement of his or her gross receipts reported to the school tax division of the Bureau of Revenue of the State of New Mexico for any business conducted in the county for the preceding 12-months’ period; provided, that the requirement last stated shall not apply to applicants for licenses who have not engaged in a business subject to licensing to the county during the preceding 12 months.
