(A) In the event of conflict with other county ordinances, the provisions of Valencia County Labor Management Relations Chapter shall supersede other previously enacted ordinances; provided that Valencia County Labor Management Relations Chapter shall not supersede the Merit System Ordinance.
(B) (1) County sanctioned rules and regulations, administrative directives, departmental rules and regulations, and work place practices shall control unless there is a conflict with a collective bargaining agreement.
(2) Where a conflict exists, the collective bargaining agreement shall control.
