(A) General purpose. This chapter is designed to minimize traffic congestion on all streets, roads and public ways within the county's jurisdiction; to secure safety from fire, flooding and other dangers; to promote the public health, safety and general welfare; to safeguard adequate light, and air quality; to prevent the overcrowding of land; to avert the undue concentrations of populations; to facilitate the adequate provisions for transportation systems, water quality, sewerage, schools, parks and other public facilities; to conserve the value of buildings and lands; to advance the goals, policies and objectives of the comprehensive plan; and to encourage the most appropriate use of lands throughout the unincorporated areas of Valencia County.
(B) Conformance required. No land shall be used, and no buildings or structures or part thereof shall be erected, constructed, reconstructed, located, moved, extended, enlarged, structurally altered, or used or occupied except in conformity with this chapter. All state, county and local officials, departments and employees vested with authority to issue permits, certificates or licenses shall adhere to and require conformance with the provisions of this chapter.
