It is a policy of the Valencia County Commission to require that all roads that are to be dedicated to the county meet the following specifications and approved pursuant to the procedures.
(A) All paving asphalt, asphalt concrete for material specifications and construction specifications including bituminous stabilized base and surfacing and asphalt concrete pavement shall conform to the custom and standards of the industry as it is established in New Mexico and shall comply with the applicable standards as defined in the New Mexico Standard Specifications for Public Works Construction, (Revised April, 1994).
(B) Paving standards shall be appropriate for the specific functional classification of the road being paved according to the character of service the project roadway provides to the community.
(1) Paving asphalt and asphalt concrete for material specifications of subdivision roadways within a subdivision shall comply with §§ 112 and 116 of New Mexico Standard Specifications for Public Works Construction, (Revised April, 1994);
(2) Construction specifications for bituminous stabilized base surfacing and asphalt concrete paving of the project shall comply with §§ 306 and 336 of New Mexico Standard Specifications for Public Works Construction, (Revised April, 1994);
(3) Road easement is to be 40 feet minimum width.
(4) Roads which are not required to be paved pursuant to these regulations shall conform to the following specifications.
(a) Road easement is to be 40 feet minimum width. Base course is to be 6 inches of compacted gravel, pit run, with no gravel larger than 1 inch screen.
(b) Top of the road to be bladed and crowned for drainage.
(c) Bar ditch on either side of road to be established for drainage.
(d) Culverts, if necessary to establish correct drainage, are to be installed.
(e) Driving area is to be a minimum of 2 lanes or 25 feet.
(f) Top course of road is to be of a material that can be compacted for a driving surface; pit run screened material mixed with clay can be used. At least a 2-inch top course is required.
(5) (a) No road will be accepted by the county until these specifications are met.
(b) The county will not guarantee acceptance of any road for maintenance even if specifications are met.
