§ 111.05 EMERGENCY MEDICAL SERVICES BOARD.
   (A)   Generally. The EMS Board shall be created as defined herein to assure the proper administration of this subchapter. The EMS Board shall establish rules and regulations to govern the EMS operations within Valencia County. The rules and regulations shall include provisions for hearings on proposed action of suspension, due to notice thereof to interested persons, and adequate opportunity to be heard. The EMS Board shall be responsible for continuing the emergency medical services in Valencia County as well as directing and overseeing the improvements in delivery of those services. The Valencia County Emergency Medical Services Board is the public body legally created by the Valencia County Board of County Commissioners by and through this subchapter that is solely responsible for the establishment, implementation, review, evaluation and operation of emergency medical services within the boundaries of Valencia County.
   (B)   Membership.
      (1)   Membership in the EMS Board shall be comprised of:
         (a)   One representative from each Fire Department Rescue Squad within Valencia County;
         (b)   One representative from the ambulance services;
         (c)   One representative from Valencia County government;
         (d)   One representative selected by the Valencia County Fire Chief's Council. This person must be selected from Fire Departments that have no other person serving on the EMS Board; and
         (e)   Valencia County Medical Director.
      (2)   Each member of the EMS Board will have an alternate to serve as substitute in that member's absence.
      (3)   Members of the EMS Board shall be appointed for a period 2-year terms and shall serve until a successor has been appointed, except that the first terms under these by-laws shall be set that subsequent terms are staggered with regard to expiration dates.
      (4)   Members of the EMS Board must be approved by the Valencia Board of Commissioners.
      (5)   The EMS Board may establish advisory groups, committees, and/or subcommittees as needed.
      (6)   The EMS Board shall elect its own officers from among its members, who shall serve at the pleasure of the Board. The Board will be convened at the call of the Chairperson, but not less than once every 3 months.
