(A) The general purpose of this chapter is to provide a comprehensive method for the identification and abatement of certain public nuisances within the county.
(B) Provisions of this chapter are to be supplementary and complementary to state law, and any law cognizable at common law or in equity, and nothing herein shall be read, interpreted or construed in any manner so as to limit any existing right of power of the county or private parties to abate any and all nuisances as may otherwise be permitted by law.
(C) The provisions of this chapter apply throughout the county's enforcement jurisdiction wherein any of the conditions, herein specified, are found to exist.
