(A) Delegation of powers and duties.
(1) The County Planning Commission shall have powers and duties as may be delegated to it by the Board of County Commissioners.
(2) There are hereby delegated the following:
(a) The County Planning Commission shall promote a comprehensive planning process with the general purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the county.
(b) The County Planning Commission shall make careful and comprehensive surveys and studies of existing conditions and probable future growth of the county and shall make recommendations on means of protecting and improving the environment.
(c) The County Planning Commission shall submit preliminary written reviews and recommendations to the Board of County Commissioners on any proposed subdivision platting or re-platting.
(d) The County Planning Commission shall have those powers and duties necessary to perform its functions as stated within the provisions of the County Zoning Chapter.
(e) The County Planning Commission may recommend to the Board of County Commissioners programs for public improvements and their financing.
(f) The County Planning Commission is authorized to confer with other municipal, county, regional, state or federal agencies as it deems necessary.
(B) District Planning Boards. The County Planning Commission may establish upon request 1 or more Planning Districts within the county to be represented by District Planning Boards and subject to the following provisions:
(1) A signed petition, along with a map showing territory proposed to become a Planning District, is submitted to the Board of County Commissioners for approval and then forwarded to the County Planning Commission.
(2) The petition must be signed by at least 50 registered voters residing in the territory proposed to be established as a Planning District.
(3) The County Planning Commission selects the members necessary to comprise a District Planning Board made up of residents of the respective Planning District.
(4) At least 1 member of any District Planning Board shall also be a member of the County Planning Commission.
(5) The members of all District Planning Boards formed by the County Planning Commission shall be selected with the advice and consent of the Board of County Commissioners.
(6) District Planning Boards shall function as a local advisory body to the County Planning Commission on zoning, subdivision, and other matters as the County Planning Commission deems necessary to carry out its responsibilities for comprehensive planning within the county.
(7) The specific responsibilities and duties of District Planning Boards shall be documented by the County Planning Commission.
