All buildings or structures within the scope of this chapter which are determined after inspection by the county official to be dangerous as defined in this chapter and all abandoned buildings, structures, mobile or manufactured housing, wreckage, rubbish or debris as defined in this chapter is hereby declared to be a public nuisance and shall be abated by repair, rehabilitation, demolition and/or removal in accordance with the procedures specified in § 91.070 of this chapter.
