Special meetings shall be called by the town clerk on the written request of the mayor or of any two (2) members of the council, or the town manager, on at least 48-hours written notice to each member of the council, served personally or left at his/her usual place of residence and such notice shall be posted in two (2) public places; a special meeting, however, may be held on shorter notice if a quorum of the council consents.
