§ 1-5-6 QUALIFICATIONS.
   Each Council member when nominated and elected shall be a citizen of the United States; a registered elector of the Town of Vail; and shall have resided in the town or any territory thereafter annexed for two years immediately preceding such election. The Council shall be the judge of election and qualifications of its own members.
