(A) Formal objections heard. At or before the hearing, the Town Manager will inform the Town Council concerning his or her compliance with the notice requirements of this chapter. At the hearing, the Manager will have an opportunity to make a presentation to the Town Council relating to the proposed assessments. Only those persons who have filed their written objections as required by § 8-4-14 of this chapter will be given an opportunity to present evidence in support of their objections and may respond to the presentation or written comments made by the Town Manager. The Town Manager in turn will be permitted to present additional evidence in response to the objectors’ evidence.
(B) Informal comments pro and con are heard. Affected property owners not wishing to contest their assessment but wishing to comment, favorably or unfavorably, on the project will be heard.
