§ 6-4-1 INTENT.
   It is the intent of the Vail Town Council in adopting these pet animal control and licensing regulations to declare that a pet animal owner provide reasonable care for and must assume full responsibility and strict liability for the action of any pet animal owned, kept, controlled, or in the custody of the pet animal owner.
