13-2-1: RULES OF LANGUAGE CONSTRUCTION:
For the purposes of this title, words used herein shall be interpreted in accordance with the following rules:
   A.   The particular controls the general.
   B.   In case of any difference of meaning or implication between the text of this chapter and the captions for each article, the text shall control.
   C.   The word "shall" is mandatory unless the context clearly indicates the contrary. The word "may" is permissive.
   D.   Words used in the present tense include the future, unless the context clearly indicates the future tense.
   E.   Words used in the singular number include the plural, and words used in the plural number include the singular, unless the context clearly indicates the contrary. (Ord. 2(1983) § 1)
