5-2-2: REFUSE ACCUMULATION:
   A.   Single-Family Residences: It is unlawful for any occupant or owner of any single-family residence to accumulate, or permit or cause to be accumulated, on the premises occupied or owned by such person, any refuse, the accumulation of which constitutes, or may create, an unsanitary condition or a health or fire hazard.
   B.   Multiple-Family Residences: It is unlawful for any owner, manager, or operator of any multiple-family residence, apartment house, condominium, boardinghouse, private club, or any other like premises to accumulate or permit or cause to be accumulated on said premises any refuse, the accumulation of which constitutes, or may create, an unsanitary or unsightly condition or a health or fire hazard.
   C.   Commercial Establishments: It is unlawful for any owner, operator or manager of any commercial establishment to accumulate or permit or cause to be accumulated on said premises any refuse, the accumulation of which constitutes, or may create, an unsanitary and unsightly condition or health or fire hazard.
