All business of the Local Licensing Authority shall be conducted at meetings which are open to the public. All meetings of the Local Licensing Authority shall be held at the Municipal Building of the town. Three members shall constitute a quorum for the transaction of business, but in the absence of a quorum a lesser number shall adjourn any meeting to a later time or date, and in the absence of all members, any staff member shall adjourn any meeting to a later time or date.
