(A) Qualifications. Each member appointed to the Local Licensing Authority shall be a citizen of the United States, a qualified elector of the town, have resided in the town or any territory thereafter annexed for not less than two years immediately preceding such appointment, and have no direct financial interest in any license to sell alcoholic liquors or fermented malt beverages or any location having such a license.
(B) Terms. The terms of office for members of the Local Licensing Authority shall be two years on an overlapping basis; provided, however, that members appointed in June 1979, shall be for two years to June 1981, and the remaining three members of the Authority shall serve terms that expire in June 1980. Thereafter, the successors shall serve a term of two years.
(C) Removal from office. Members of the Local Licensing Authority shall serve at the will of the Town Council and shall be subject to removal by the Town Council for inefficiency, neglect of duty, failure to attend meetings, malfeasance in office or any other reasons the Town Council deems proper.
(D) Vacancies. A vacancy shall occur whenever a member of the Local Licensing Authority is removed by the Town Council, dies, becomes incapacitated and unable to perform such duties for a period of 60 days, resigns, ceases to be a resident of the town, is convicted of a felony or acquires a direct financial interest in any license to sell alcoholic liquors or fermented malt beverages or any location having such a license.
