The Arts Board shall consist of five members appointed by the Town Council. In addition, the Arts Board may consist of honorary advisory members who shall not have the power to vote on issues which come before the Board. The number and term of such advisory members shall be at the discretion of the Town Council. All members of the Arts Board shall be individuals who have demonstrated interest or expertise in architecture, art criticism, art education, art history, foreign arts, graphic arts, interior design, landscape architecture, town planning or other art and design related fields, or who have demonstrated a strong interest in the visual arts and civic improvement. All members shall either be residents of the town, or own property within the town. The terms of the members of the Arts Board shall be two years on an overlapping basis and shall expire on March 31 of the year of termination.
