No member of any permanent town board or commission shall serve for more than eight consecutive years. A board or commission member who has served eight consecutive years may serve again after a period of one year of nonservice. Notwithstanding the foregoing, if there is an insufficient number of applicants for a vacant position or positions on any permanent town board or commission, a board or commission member who has served for more than eight consecutive years shall be eligible to apply for reappointment.
