§ 12-11-2 DEFINITIONS AND RULES OF CONSTRUCTION.
   (A)   Basis for meanings. Any words, terms or phrases used in this design review guide shall be defined and interpreted in accordance with the definitions contained in § 12-2-2 of this title, unless the context clearly indicates a different meaning was intended. If the context is unclear, the matter will be referred to the Design Review Board for final determination.
   (B)   Mandatory, discretionary distinction. The distinction made between those items contained within this chapter that are mandatory and those that are discretionary is that statements which are mandatory are prefaced by the word “shall”, and the statements or guidelines which are discretionary (or merely suggestions) are prefaced by the words “should” or “may”.
