§ 2-3-5 NEGOTIATED CONTRACT.

The Town Manager shall have the right to enter into negotiations for a contract to construct a particular local improvement or to perform work thereon without submitting it for bid and without obtaining the previous approval of the Town Council if the value of the contract is not greater than $50,000.
