(a) Full-time employees shall be eligible for the following paid vacation allowance:

(b)
Vacation days shall be non-cumulative and may only be taken in the year of eligibility, except that each employee may carry over 40 hours (5 days) of vacation time from any calendar year to be used in January, February or March of the following calendar year. No employee shall receive monetary reimbursement in lieu of vacation days without approval by a majority vote of members elected to Council. Only one person from the water or street departments shall be on vacation at any one time unless the Mayor grants prior approval thereof. In any event, the Mayor must be notified of proposed vacation periods in advance thereof. Upon termination of employment any unused vacation leave accrued by an employee shall be compensated for on a pro rata basis of one twelfth of the allowed vacation days for each complete month worked since his most recent anniversary date.

(c) Part-time employees shall not be entitled to any paid vacation allowance.
