(a) There is hereby created within the Utica Police Department, the position of police officer, inactive.
(b) Police officers, inactive, shall be commissioned and shall have such arrest powers and authority as set forth in the Ohio Revised Code and the rules and regulations for the Utica Police Department.
(c) Police officers, inactive shall qualify with firearms as scheduled by the Utica Police Department and shall attend any training mandated by the State of Ohio or Utica Police Department.
(d) Failure to attend and successfully complete qualifications or mandated training shall constitute grounds for termination of a commission as police officer, inactive.
(e) Those persons holding the position of police officer, inactive, shall not be entitled to a salary, uniform allowance, or other benefits, but may receive compensation for special assignments performed as prescribed by the Rules and Regulations of the Utica Police Department or as prescribed by the Chief of Police.
